SOLUTION project
Measures
The measures which are foreseen as well as the activities to be undertaken are of different kinds:
  • Research projects which concern and involve all the communities
    • overview of consumer behaviour : review of existing literature, compare the main results with the knowledge of the actors involved in the communities in order to better understand the consumer’s point of view,
    • evaluation of the success of the measures taken in the framework of the Solution project,
    • management of the energy offer and demand : establish a framework to evaluate the demonstration installations, both from a qualitative and quantitative point of view, as well as the potential for CO 2 emission reduction,
    • electricity storage: development of small storage units based on compressed air.
  • Training and knowledge transfer activities
    • organisation of courses for consumers on ways by which they can reduce energy consumption. Aimed at communities’ inhabitants, political authorities as well as industry and property managers, these courses aim to demonstrate the energy saving possibilities and the impact of each activity on everyday life.
  • Communication and information dissemination activities
    • develop an efficient communication strategy aimed at the wide dissemination of the results obtained so that these are accessible and replicable in other communities. The diffusion of the information will be achieved progressively through the Internet web site, through the establishment of a geographical information system (GIS) as well as through the publication of articles, newsletters and leaflets, and through poster presentations, interventions in schools, exhibitions, etc.,
    • contribute to activities of the European Commission’s Concerto Plus programme
  • Management tasks
    • all aspects of project management are efficient,
    • management of the knowledge and experiences gained by project partners.
  • Pilot projects for community specific undertakings :

    In Cernier (Switzerland), the measures involve building renovation, renewable energy production and storage in private houses, the installation of a district heating system using biogas produced from wood waste, the installation of a wind mill, the renovation of the water distribution network and the installation of micro-turbines as well as different measures aimed at reducing energy consumption. The final objective is to produce 70% of the electricity and 90% of heating requirements in a renewable way.

    In Hartberg (Austria), it is foreseen to significantly improve the energy use efficiency of renovated buildings and of new constructions, to establish small and medium sized plants for the production of renewable energy and for the storage of electricity, as well as a district heating system. Within five years, these measures should enable a 33% saving of energy consumed, and a 44% increase in the share of renewable energies.

    In Hvar (Croatia), the aim is to reach 20% energy self sufficiency by 2020. The principle measures are improved building energy use efficiency and to establish a photovoltaic power plant. Electricity storage and biogas production from olive oil processing waste will also be experimented.

    In Lapua (Finland), the measures aim to increase energy use efficiency in new constructions and in renovated buildings, as well as to produce renewable energy with a wind mill and a district biogas heating system. The objective is to reach 75% energy self sufficiency by 2015.
     
    In Preddvor (Slovenia), both private inhabitants and the authorities, as well as businesses have already shown great interest in energy saving and in renewable energies. Preddvor’s participation as an observer community will enable it to make all the necessary experience to prepare a project proposal for the Concerto IV bidding process.
    Although each community has developed its own solutions in relation to its needs and local resources, the similarities must lead to experience sharing and to synergies which are favourable for the project’s development.
